One of the Meiji Amry ciphers has a grid with 80 positions. However, given the limited number of characters vs. the entire Japanese language, you might need to find alternative Japanese translations that sound like the decoded characters. For example, デス translates to "death" in English but in Japanese, is pronounced "desu" which can also be interpreted as です.

First, translate the clue, which gives you Meiji Army (0-7) x (0-9)
From there, doing a little research comes up with a key for an 1894 Meiji Army numerical grid cipher:

From here, it’s pretty straightforward. This decodes to: コタエハパイランデス, which in Roman lettering is pronounced:
"Kotaeha PAIRAN desu."
or in Japanese: "答えはPAIRANです"
This translates to: “The Answer is PAIRAN.”
